Blood pressure is determined by cardiac output (Q) and systemic vascular resistance (SVR). If Q is normal, the primary reason for a low Q is a decrease in SVR. If Q is decreased, this is the primary problem and Q could be decreased because of a decrease in cardiac function or a decrease in return function.
